That might not always be the case David for the simple reason that if an enroute controller is on 99% of the time we prefer not to provide aircraft with vectors for there entire flight plan. Wow heaps of aircraft going from NZWN to NZQN! However, it does prove that you get more aircraft when there isn't an event on and pilots are just enjoying the ATC.

Hi Eric,

I am not too sure on this but my take on it is that blue is Q1, red is Q2 and green is Q3.
